Nagaland's water management system is supported by various agencies focusing on surface and groundwater.

The Nagaland Groundwater Agency operates under the Geology and Mining Department. Its primary task is the exploration and development of groundwater resources, particularly in the state's hilly regions. It oversees drilling activities using specialized equipment and conducts hydrological studies to assess groundwater potential​. The state's strategic approach includes the creation of a Groundwater Authority through the Nagaland Groundwater (Regulation and Control of Development and Management) Act, 2020. This authority regulates the extraction of groundwater, implements rainwater harvesting, and ensures the sustainable use of groundwater.​ On the other hand, the Surface Water Agency falls under the Water Resources Department and focuses on managing rivers, streams, and other surface water bodies.
